NTCER – know the changes for the 2023.2 term

There are some key changes to the NTCER for the 2023.2 term you should be aware of and discuss with the supervisor and registrar to ensure they are receiving the right pay and allowances. Many of these changes were implemented with a focus on fatigue management and wellbeing.

Key Changes:

Base Rates	Increase of 3%	Day 1 of term 2, 2023
Base Rates	Increase TBD for MBS indexation*
Educational Release	paid educational release to attend mandated GPT3 educational release time that occurs during normal weekday hours
Educational Release	TOIL for registrars attending mandatory educational release on the nearest rostered day
Admin Time	Increased to 30 minutes per half day or up to 5 hrs/week FTE

* MBS indexation is Australian Government determined and confirmed close to 1 July each year

If you are negotiating a new contract with your registrar for term two, the base rate should simply be articulated as “in accordance with the NTCER”.

Workplace Based Assessment

To assist supervisors and registrars understanding of workplace-based assessment (WBA) we have launched some online modules through the RACGP gplearning platform.

All registrars and supervisors have been automatically enrolled into the relevant courses and they will be visible on their gplearning dashboard.

Multi Source Feedback (MSF) opens on 17 April

Registrars in GPT2 or those entering GPT2 by 30 June 2023 (who have yet to do the MSF in GP training), have been advised that they will need to partake in the MSF for 2023.1. Registrars have until the end of GPT2 or by an arranged due date to complete it. Within the MSF pack registrars will receive, is a guide on how you may be able to help facilitate the surveys to patients. Registrars are encouraged to work with practice staff to meet the needs of the MSF and will have resources provided to help them with this.

Mid-Term Appraisals

Mid-term appraisals begin April 17th. All AGPT GPT 1,2 and 3 registrars including part-time registrars will require a mid-term appraisal.

Primary supervisors will be contacted via email with details of how and when to complete these in the Training Management System.

The Mid-term and end-of-term appraisals: a guide for GP Supervisors has been written to help you understand these assessments and aid the provision of feedback during assessment conversations.
