NTCER – know the changes for the 2023.2 term

There are some key changes to the NTCER for the 2023.2 term you should be aware of and discuss with the practice and registrar to ensure they are receiving the right pay and allowances. Many of these changes were implemented with a focus on fatigue management and wellbeing.

Key Changes:

Contract Domain	Change	Commences
Base Rates	Increase of 3%	Day 1 of term 2, 2023
Base Rates	Increase TBD for MBS indexation*
Educational Release	paid educational release to attend mandated GPT3 educational release time that occurs during normal weekday hours
Educational Release	TOIL for registrars attending mandatory educational release on the nearest rostered day
Admin Time	Increased to 30 minutes per half day or up to 5 hrs/week FTE

* MBS indexation is Australian Government determined and confirmed close to 1 July each year

If you are negotiating a new contract with your registrar for term two, the base rate should simply be articulated as “in accordance with the NTCER”.

Supervisor PD payments

Due to the volume and the complexity involved in the Nationally Consistent Payments, supervisors professional development payments have subsequently been delayed.

Supervisors can now expect PD payments in May.

We appreciate that this may cause some inconvenience and thank you for your patience as we fine-tune the process.

Workplace Based Assessment

The RACGP is continuing its roll out of the nationally consistent workplace-based assessment (WBA) program. This program is an important part of general practice training and aligns with the requirements of the Australian Medical Council (AMC).

You will notice some new assessments that may be unfamiliar to you such as multi-source feedback (MSF) and miniCEX. These and other assessments have been used variably across the country until now and will form part of the nationally consistent program. All of the RACGP WBA tools have been chosen for their applicability and validity in the general practice setting.

Online learning modules are now available to explain the WBA program and how you can support your registrars training through this process.

You have been enrolled in the following modules which will appear on your gplearning dashboard. Further modules will be released in the coming months.

Multi Source Feedback (MSF) opens on 17 April

Registrars in GPT2 or those entering GPT2 by 30 June 2023  (who have yet to do the MSF in GP training), have been advised that they will need to partake in the MSF for 2023.1. Registrars have until the end of GPT2 or by an arranged due date to complete it.

Further tools have been made available to registrars including how they may work with their colleagues to achieve the surveys. RACGP has engaged CFEP, who will be managing the application and processing of the MSF. Details and resources can be found on their website

Mid-term appraisals begin this week

Mid-term appraisals begin April 17th. All AGPT GPT 1, 2 and 3 registrars including part-time registrars will require a mid-term appraisal.

Primary supervisors will be contacted via email with details of how and when to complete these in the Training Management System.

The Mid-term and end-of-term appraisals: a guide for GP Supervisors has been written to help you understand these assessments and aid the provision of feedback during assessment conversations.
