NTCER – know the changes for the 2023.2 term

There are some key changes to the NTCER for the 2023.2 term you should be aware of and discuss with the practice to ensure you are receiving the right pay and allowances. Many of these changes were implemented with a focus on fatigue management and wellbeing.

Key Changes:

Contract Domain	Change	Commences
Base Rates	Increase of 3%	Day 1 of term 2, 2023
Base Rates	Increase TBD for MBS indexation*
Educational Release	paid educational release to attend mandated GPT3 educational release time that occurs during normal weekday hours
Educational Release	TOIL for registrars attending mandatory educational release on the nearest rostered day
Admin Time	Increased to 30 minutes per half day or up to 5 hrs/ week FTE

* MBS indexation is Australian Government determined and confirmed close to 1 July each year

If you are negotiating a new contract for term two, the base rate should simply be articulated as “in accordance with the NTCER”.

Workplace Based Assessment

The RACGP is continuing its roll out of the nationally consistent workplace-based assessment (WBA) program. This program is an important part of general practice training and aligns with the requirements of the Australian Medical Council (AMC).

You will notice some new assessments that may be unfamiliar to you such as multi-source feedback (MSF) and random case analysis (RCA) in external clinical teaching visits. These and other assessments have been used variably across the country until now and will form part of the nationally consistent program. All of the RACGP WBA tools have been chosen for their applicability and validity in the general practice setting.

To assist you in understanding the requirements of the WBA program, two online learning modules have been developed to assist you as a registrar in the GP training program.

You have been enrolled in the following modules which will appear on your gplearning dashboard.

Introduction to Workplace-based assessment
Workplace-based assessment for AGPT registrars

All training requirements have been available and communicated to registrars since the start of term 1, 2023.

Mid-term appraisals commence next week. Keep an eye on your inbox for more information on how to prepare for this opportunity to obtain feedback from your supervisor on your performance and progress.
